Yes. Simply use the cord supplied by Eco and charge the extra smart battery. They will both reach the same charge level. Be sure that both batteries are at a temperature above 45 degrees.

Is the switch over time fast enough for an oygen concentrator? Is 30ms fast enough to keep the oxygen runnig?

assume ms means milli seconds, that is a very fast switch over. Should be no problem.
